What are the laws regarding taxi drivers refusing fares in Shenyang? It seems that for about 4 hours every day, most taxi drivers pick, choose and double up their fares, whether it is the end of their shift or the beginning. This is extremely inconvenient for most people trying to get somewhere during rush hours. Is this not illegal??
