Ningbo is about 3.5 hours by express bus from Shanghai SOuth Bus Station. I think no need to take a flight. It may be more comfortable to take bullet trains (D trains). There are ten D trains every day from Shanghai SOuth Train Station to Ningbo. You can get there 3 hours later.

Well, the last bus from T2 leaves at 23:05. If you can make it, you can take airport night line which also passes Oriental Hospital.

1. you don't have to apply for any visa just for transit in Shanghai less than 48 hours. 2. it is suggested that you book a hotel in downtown Shanghai in advance. The ideal hotel should be close to the Jing'an Temple, where you could take the shuttle bus Line 2 to and from the airport directly. And, it is also easy to have a restaurant for dinner in this region. I know one called Yunfeng Giant Hotel, jsut 3 minutes walking to the shuttle bus station. You could contact with the hotel staff in advance (flight No., name and arrival time), he will pick you up when you arrive at Pudong Airport and then lead you to the hotel through customs. The reference fare is 60RMB/hour (within 1~4hours), 360RMB(5~24hours.)

If smoothly, you can get out to the bus stands in 1 or 1.5 hours. One hour at least on the way from Pudong to Hongqiao. Hongqiao has one terminal building. Taxi fare: about 180RMB

You have about 4 hours to make the transit. I can just say, yes, the time is enough to make it. You need to be so hurry, but should arrange the time tight. There are direct shuttle bus between these two airports. The shuttle bus will takes one hour. Check-in is finished 30 minutes before the flight deaprture in Hongqiao. It costs too much to take a taxi.

If you are uncomfortable transferring to a different airport, I suggest you consider taking China Southern Airlines via Guangzhou. Departure Singapore 8:00am arrival Qingdao 5:05pm transit in Guangzhou airport approx 2 hours. You don't have to leave the airport.
