Starting from Singapore, you could fly to Xiamen Airport from Changi Airport firstly. When you arrive at Xiamen, please take the coach leaving from the airport to Quanzhou City directly. The bus terminal is Quanzhou Bus Station where you could transfer bus to Nan'an City easily.
Xiamen Airport-->Quanzhou: buses leave the airport at 07:30~21:30, the journey is 1.5 hours and the bus fare is 45RMB per person Quanzhou-->Nan'an: buses leave Quanzhou from early morning to 20:40, the journey is about one hour and costs about 10RMB per person

I don't find where is Panyang. There is a village called Tanyang in Zhangpu County, Zhangzhou City. Do you mean this? It seems there is no direct flight from Doha to any cities of Fujina. Suggest you take a flight to Osaka or Shanghai and then transfer to Xiamen, which is closed to Zhangzhou City. You can get there by bus. If it is the place, I would like to help more if you need.

As far as I know, there are direct flights from India to Fuzhou and Xiamen of Fujian. It is impossible to make a transfer in Hong Kong. I mean you may need a visa to enter mainland China through Hong KOng. Good luck!
