By City-bus
In Wenzhou, several city bus routes play very important roles in the city's transportation. Tickets for most buses are CNY1.5. As there are no conductors on the buses, it is best to ensure you enough loose change prior to boarding the bus.
The No.28 is the tourist bus. The ten buses are designed in classical European styles and are very comfortable with air conditioning. They start at Nanpu Road and end at the Huanglong Residential Area between 06:00 and 24:00. The fare is CNY2 per person.
By Taxi
Wenzhou has many taxis shuttling in the city. The fare differs from daytime to night. Usually in daytime, it is CNY10 for the first four km (about two miles) and the distance surcharge is CNY1.4 per km (about 0.6 mile). While at night, it rises to CNY12 for the flat rate and CNY1.68 per km for the distance surcharge.
By Water
Wenzhou once had waterways leading to Shanghai, Hong Kong and other cities. However, due to the development of the railways and airlines many cruise lines have been canceled, leaving only several lines to the nearby counties and scenic locations. There are two main wharfs: An Lan Wharf and Wang Jiang Harbor. There you can take the ordinary or express ships to Dongtou Scenic Spot, Da Mai Yu Island and Nanji Islands. It is very eaily to take a bus from Wenzhou Center Bus Station to Ruian. The express buses here depart every 8 minutes from 06:30 to 18:30, take about 50 minutes on the way.

There is no direct bus between these two airports. So, when you arrive at the Pudong Airport, you could catch the airport shuttle bus Line 7 to reach Shanghai South Railway Station firstly. The shuttle bus fare is 20RMB and take 40 minutes on the way. Here, you could catch the coaches to Wenzhou at Shanghai South Bus Station from 08:10 to 22:55. The bus could drive you to Wenzhou in 6.5 hours with a fare of 205RMB.
When you arrive in Wenzhou, you could take a taxi or the airport shuttle bus from the Civil Aviation Building in downtown area to Wenzhou airport.
Actually, the journey is urgently in one day. if you travel by bus. Actually, you could take a flight from Pudong Airport to Wenzhou Airport easily in one hour.

No, you should get to Wenzhou first. The new south bus station of the city has buses to Jinan, but it need about 16-18hours. So, suggest you take train. Although it need 21 hours, but it is comfortable. Or, you can fly to Jinan from Wenzhou. Well, the ticket is expensive. Good Luck~

You can find direct bus to Ruian at the parking lot of the airport, about one hour to Downtown Ruian. Taixs are available after 5pm and it will cost 80-100 rmb for the fare.

There are three trains from Shanghai to Wenzhou within a day. One (Train K8437) starts from Shanghai Railway Station and the other two (Train K8423 and Train K8401) is from Shanghai South Railway Station. The Train K8437 departs at 18:00 and arrives at Wenzhou at )5:00 the next day. Train K8423 departs at 20:50 and arrives at 06:10 the next day. Train K8401 departs at 23:39 and arrives at 09:12 the next day. The distance between the two cities is more than 600 kilometers.
