I assume you should apply for a Hungarian C visa with a duration of stay for less than 90 days. Hungary has closed its consulate in Hong Kong in the end of August 2009.

Mrs.Hannah replied:

You can download the form from the officasil website of the HUngary embassy in Beijing, China:
http://www.mfa.gov.hu/kum/en/bal/consular_services
/Entry_of_Foreigners_to_Hungary/Visa_application_forms/
As far as I know there isn't any Hungary embassy or consualte in Mongolia, so you may have to apply for the visa from the Hungary embassy in Beijing.
To make sure that, you'd better contct the embassy in Beijing to confirm this.

If the unversity is authorized to issue an invitation letter, then it is ok. You should chech if the organizer is entitled to issue the letter by a relevant governmental organization.
