From July 1, 2009, Chinese citizens can visit Japan as individuals rather than with a tour group. At present, only the Embassy of Japan in Beijing, Consulate General of Japan in Shanghai and Guangzhou accept the individual tourist visa application. Howerver, individual tourist visa applicants should go to the travel agencies that are designated by the Japanese embassy & consulates for application. The bad news is that applicants must show the certificate of an annual salary of at least 250,000 RMB. Except for Chongqing, Sichuan Province, Dalian, Jilin province, Liaoning Province, Heilongjiang Province, residents from other 24 cities and provinces can apply for the individual tourist visa.

The probationary period of individual tourist visa is one year. If everything goes well, Embassy & all Consulates of Japan in Mainland of China will accept the application of individual tourist visa.

It's a big question. You should go to Japan in person to do the market research first. Then contact the local business administration department to get your business registered.
