yes, you can renew your Singapore passport at the Consulate General of Singapore in Shanghai. I think it takes at least 2 weeks, you'd better call the consulate general to get a accurate answer.

If there has been a change in China's policy in issuing visa to aliens (in singapore), they should at least be very professional about it. The "officers" there would only shake their head and say or yell words like "no", "impossible", "go back philippines".
When I asked them why, they only said "No Reason". When I asked when the 'new' policy started, they said "Today". 'Today' was also the answer given to a colleague who applied on a different date. I've been staying in Singapore for years now and that was the first time I felt discriminated and degraded here.
China, this is your policy and we can't do anything about it. But the least you can do is be very civil and professional about it. I've just sent a letter to our own embassy and Dep't. of Foreign Affairs to ask that they once again require Chinese citizens to acquire visa before entering the Philippines. This may not lead to anything but who knows? I'm sure I am not the only Filipino here who had such humiliating experience at their embassy.

But I was stopped at the front desk of the Chinese Embassy and was told that Filipinos should go back to the Philippines to apply for a Chinese visa there. I would just like to know why this is the case and if there is anything I can do about it? I am currently holding an employee pass and work permit for Singapore. This rule is also not stated anywhere in the Chinese Embassy website. It would also be quite impossible for me to go back to the Philippines to apply there as I am leaving next week.
