There is no Hong Kong embassy in South Korea, if you want to apply for Hk visa, you can apply it from the China embassy in South Korea.

I'm afriad you can't get a visa from Seoul. I read some comments that the Chinese embassy ask applicants apply for china visa in their own country. If you have the residence permit, work permit of south korea, the embassy maybe accpets your application. The Chinese embassy refuse accept application from the temporary visitors to South Korea

the visa fees can be seen on the above page, but you may have to pay some service fee for the agency who process the visa for you additionally.

Went to the Public Security Bureau (Div. of exit and entry administration) and they did not to want to extend my L visa without a certificate of financial support. It would just be the 1st extension. Did you have to bring that as well? Seems I will have to go to Seoul as well on Aug 28. Is it possible to get a new L visa issued at the Chinese embassy in Seoul? I read something weird about having to go to travel agencies.

Mr. Fuluo, yes, you need to submit a proof of deposit slip from the bank. Basically for the number of days you are staying you need to deposit 100 US per day in a Chinese bank to prove that you have enough money to live in the country. Then the bank issues you a slip you need to bring to the visa office. This might take a while, so plan accordingly. Good luck!
If you plan to apply a new visa in South Korea, you must apply the visa through the authorized travel agencies.

As my application was not accepted I should of course receive a full refund. I did not get what I paid for. I would like my visa changed to a 1 year multi entry visa or my money refunded. Your treatment of foreigners in the process is rather misleading and your government should re-evaluate its policies in this regard.

Mr. Steve, Mr. Lee did answer your questions. The China embassy in South Korea have tha final right to issue the visa for you, you can call them to get the explanation about your visa if you want.
Yes, Americans can qapply for a multi-entry visa, but the applicants must meet the requirements for the multi-entry visa and provide the required documents.
You are not able to get the visa fee back, for the embassy do have issued the visa for you already no matter what type of visa it is.
Finally, the China government made the special visa application policies in Souht Korea, there must be special reasons for it, the policies couldn't be changed because of you.

From September 1st, 2007, the Consular Section of the Embassy of the People’s Republic of China to the Republic of Korea (ROK) will no longer accept foreigners’ individual applications for Chinese visas of travel, business, study, work, transit and so on. Instead, citizens of ROK and other foreigners in ROK have to apply for Chinese visa (visas to China’s Hong Kong are not included) through travel agencies designated by the Consular Section of the Chinese Embassy.

So visit the China embassy in Seoul is a waste of time. In fact, get a Chinese visa for US citizens is much easier than get a US visa for Chinese citizens, so you know how difficult a Chinese get the visa to USA?

I must echo Jim's statement, this seems rather unfair and petty considering that your nationals are freely allowed to enter my country's embassy for issues with visas. Mr.Steve, it's true that all oridinary passport holders should apply for Chinese visa from the designated travel agencies by the China Embassy in Seoul. Have you read the information on this website? It states the inforamtion about visa application.

It's true that every US citizen wnat to get the one year multiple entry visa because the fee is same to the single entry. However, the visa validity, entry numbers and stay duration are up to the decision of visa officers rather than the travel agencies.

Although you will cancel your visa, the moeny will not be returned to you.
