I have an F visa already, however I was told at the embassy that if I wanted to travel in China outside of Shanghai, I would need to pick up extra documents once in Shanghai. What exactly are these documents that I would need? And where do I get them? Thank you.

I guess you need the documents that can certify the purpose of travel in China outside of Shanghai, for example, you want to go to Hangzhou for a visit, you should provide a travel itinerary, hotel booking in Hangzhou, a ticket to Hangzhou, etc

Part of the procedure to obtain a employment licence is an Original Physical Examination Record which should be authenticated by China Counsulate. Could I address myself to the consulate in The Hague for authentification of these documents? If yes, what documents do I have to present and what delay takes it?

For business purpose to China, you need a F visa.
The required documents are:
a Your passport with blank pages and at least 6 months validity left before expiration.
b A truly and completely filled application form affixed with one passport-sized photo.
c A Visa Notification Form issued by Chinese authorized unit.
d. Your bank statement in recent three months.
e Round-trip air ticket and Hotel reservation.

Multi-entry visa for two years are only issued to professors and researchers of a university or researching department, the senior administers and technicians of a parent company who have to often to go to China for supervision, those who have science and technology communications, project development, enterprise in China, diplomats and so on.
So, ther isn't application for multi-entry visa on normal application form.

You can get the application form form the official embassy website of the country you want to visit.
Some countried requires the applicants to process it in person, some not, and it also depends on what visa you will apply.
