Your wife can obtain a Ukraine visa at the Embassy of Ukraine in Beijing. As of May 15, the Ukraine immigration administration requires Chinese visitors to Ukraine to prepare a financial proof proving that they can cover the expense during the whole trip. The proof would be checked at any time in Ukraine. For requirements about Ukraine visa, check the embassy' site; http://www.ukremb.cn/eng/about/
