I think you still need to apply for a Business visa to China. You can apply for extension of stay in China if you want to stay longer than 30 days from the local public security bureau.

There should be conditions for multiple entry visa application, for the China government are unwilling to issue multiple entry visas usually, but I'm not sure what it is exactly.

She can apply for a Tourist Visa to Australia at Consulate General of Australia in Guangzhou, the regular visa fee is CNY 540.

For applications lodged at the Beijing or Guangzhou Visa Offices, passports will be returned by EMS. For applications lodged in Guangzhou EMS is charged at a rate of CNY 23 per application. (Up to 4 passports).

So it is not expensive if she apply for visa in a normal way.

I you have been fined and issued an exit visa because of overstay in China,you may be not alllowed to apply for China visa within a period of time.
If you are in Hk now, please contact the visa office of PRC in Hk for exact details.
