I was always able to find some staff speaking English. Even the breakfast was good. Overall satisfaction! Real good value for money.
I would only recommend to the hotel management to instruct strictly the cleaning staff to report immediately even a small damage on the furnishing to the maintenance for immediate repair. Otherwise the now nicely furnished hotel will slide into shabbiness like many other.

1.I stayed in the Catic hotel with a group of friends; we booked 4 rooms, 3 standard and one suite. The hotel was quite a pleasant and the price reasonable. Initially we had booked 5 rooms, but one of our group couldn’t makes it and the hotel cancelled one of the rooms with no fuss. The staff didn’t have much English, but were friendly and relaxed all the same. The hotel is very spacious and the decor is minimal - maybe a little too minimal given the size of the lobby and hallways. The room and bathrooms were clean and although the place isn’t quite as polished as you might expect from the interior design, its at the upper end in its price range.
The only negative I found is the food, we tried the American breakfast and the Chinese breakfast, both of which were disappointing. The dim sum on the menu was not actually dim sum, just four bland Chinese style buns. After complaining we got 3 very tiny croissants instead. The American breakfast was even more disappointing, the food was passable, but at RMB 68, an absolute rip-off - more expensive than a far superior breakfast you would be able to get in Hong Kong.

The hotel looks fine. Staff is always amicable and nice. But sure it's bad that only assistant manager can speak English well. Others just good morning and are proud of that. Then you think that they can actually help you with something, start asking questions and get nothing.
Rooms are comfortable and clean but old, it's obvious. The thing which distressed me so often is that the restaurant's menu doesn't have the contents of the dish. Add to that those waiters cannot speak English and you'll get that you'll never know what you are actually ordering. This happened to me so many times. I just left the dish with some unpredicted component untouched.
And one more thing. I guess the hotel with 4 stars should be able to provide the tourists with dry food pack, if the person has a tolon for breakfast, but can't attend it and informs the staff in advance. When I asked this pack, I was just told that it's evening and the kitchen isn't working. So I had to leave in the morning without any snack to take with me.
