The hotel is in a wonderful area, near the ice park, in fact, we were given a room overlooking the park. It was a corner room so we had lots of windows & light coming in & it was wonderful! The hotel isn't new, but it is clean, there is a pool which was nice: a little cold but still nice, & the breakfast buffet is better than most 3 star hotel breakfasts. The restaurant staff were wonderful! The desk staff very friendly & helper, but we can speak a bit of Chinese which helped us. The hotel is also near the walking street, the Sophia Church & the river.... so VERY accessible. McDonalds, KFC & Pizza Hut are close by but there are also Russian restaurants & the wonderful Big Pizza... good value. Not many cheap restaurants close by the hotel.
It was a great place to stay & good value money wise. There are more expensive hotels in the area but this was fine. We were there for 4 nights. Highly recommend it.
TCG booking: A little difficult as it took a while for my booking to be accepted because it was hard to see credit card details on the e-mail. I nearly gave up.

I stayed at the Holiday Inn City Centre Hotel, Harbin, China for 2 nights in January 2009. The hotel is very conveniently situated at the end of the main shopping street ( take care crossing the road as traffic does not stop for pedestrians) and is 20 minutes walk from the river and Zhaolin Park if you are visiting the Ice Festival. The hotel reception staff spoke English and were very helpful with directions and arrangements for visiting tourist attractions. The hotel rooms were clean and warm (it was -20 degrees outside) and breakfast was buffet service (English and Chinese). The hotel is approximately 30 minutes taxi ride to the Tiger Park (note - you have to arrange for the taxi to wait for you, approx 2 hours, as it is out of the city, cost about 150 rmb). You can easily visit the Tiger Park, Sun Island (snow sculptures) and the Ice Festival (visit in the evening) in one day.
The hotel booking system was straight forward and didn't require credit card details until you were at the hotel. I would recommend TCG to reply to both e-mail addresses when customers give an alternative e-mail address. The English / Chinese hotel directions were very useful for the taxi from the airport.
