Yes, i suggest that you ask the hotel when you book it. Generally, the hotel will provide the service but you may need to pay for it.

Yes, few hotels in Ningjin County are cooperated with booking agencies, that is why u can not search on the website. I know some ones there, such as Ningjin Hotel, 0534 522 1417; Yuwxinlou Hotel, 0534 522 2279 and etc. You are advised to book with them directly by yourself after arrival at Ningjing County.
