I heard the permit fee varies depending on the city, from which you apply for it. Strange! Can anyone tell me: are you applying the permit as an individual? I went to Tibet this past August. The agency said we must book a tour with them for them to apply a permit for us, and they didn't quote us the cost for permit. That was fine since it was our first time to Tibet. But next time, I want to go by myself. I want to find cheaper hotels, negotiate for a better price for cars after I arrive in Lhasa. I wonder how could I get a Tibet Entrance Permit without booking a tour? Any tips is greatly appreciated.
