Surely you can. It is suggested to have a joy at Tsim Sha Tsui area and the Victoria Harbor and Avenue of Stars cannot be missed. If you are interested in, you can experience the Star Ferry.

No, it is hot and humid then in Hk, with storms and typhoons. The teperature in the afternoon may rise to 31C, but the temperature will drop to 26C at night. You may just wear shorts and take raingear. USA hotel is just 50 meters away from Exit D1 of Tsim Sha Tsui metro station. You may take HK MTR tsuen wan line from Tst to central, walk out of the station fro Exit D1, turn right and walk along the Pedder Street to the Manhattan Avenue, and then walk along D'Aguilar Street to Lan Kwai Fong. It altogether takes about 10 minutes on foot from Central subwya station.

Not cold. Long sleeve T shirt is enough. Take a light coat in case of weather change. Not feel very cold if wearing T-shirt.

You can take MTR at Tsim Sha Tsui Station and get off at Central Station, about HKD9 and 15 minutes, then walk to the terminal. The MTR will operate till 01:00 of next day.
