You need to apply your travel permit thru travel agent.

I planning to visit Tibet in early Oct 09 which is a long break, will depart from Shanghai. Was recommended to take train as you will feel the "four seasons" while on the way there.... Any hotel that has better service? and easy access to their place of Interest? Also can recommend any nice eating place there...

Recommend Four Points By Sheraton Lhasa Hotel and Lhasa Hotel. You can also walk to Barkhor Street and Jokhang Temple. On the way you walk around the spots, you can find places to eat and snacks in lanes.
