Hi, I do not think it is a good idea to ski on Songhua River. It is not safe. There are many ski resorts around the city, you sure can have fun there.

In April, the weather gets warm so it is hard to see ice sculpture. I suggest you visit Harbin in Winter from December to February, which are the best time to visit the snow and ice sceneries in Harbin.

It is cold in Harbin during the period you mentioned, around -20C to -10C. The best time to go Harbin is around January 05, when the Ice Lantern Festival will be held.

Harbin is a city famous for fantastic sculptures created from snow and ice and ice lanterns. If you travel in Nov or early Dec, only indoor ice activities are available. I suggest you visit Harbin in late Dec to fully enjoy the charming city.

Dear Grace, September is too early. The first snow generally comes in the end of December or the beginning of January in Harbin.

Generally speaking, the Ice Festival will last to the end of February. However, many ice and snow statues will be dirty or destroyed then, so it will not be that beautiful at that time. Actuaaly, as along as it snows in the winter, you can come for snow and ice scenery. There is no need to travel in the very peak season, spending the highest price. Just for your reference.
