From the official website of the Canadian Embassy in China, I got that the fee per person is $75 for a single entry visa, but if you aapply for the visa in Beijing, China, an extra fee of CNY 250 is charged to use the Visa Application Centre.

Your Fiancee (not fiance i guess) should show her ID card, Household Register, single certificate and three photoes. You have to take your valid passport or other valid international travel documents, single certificate issued by public notary organizations of your country attested by Chinese Embassy in Canada or Canadian Embassy in China, or you can directly ask the single certificate for Canadian Embassy in China. Then you should go to the marriage registration office in which her residence is registered in Harbin.
