You can go to the nearest Chinese consulate to your current domicile to apply for a China visa. For mexican passport holders, you may be required to present a health report.

Firstly, I think you need a visa for your entry into China. After your entry into China, then you can apply for a business license.

I read a piece of news that Mexican Ministry of Interior adjusts the policy for Mexican transit visa. Since November 1 st, 2008, for foreign visitors transiting Mexico to the third country, if they transfer their flight in the same airport and stay there for 24 hours at most, they needn’t a Mexican Transit Visa; if they need change airport in Mexico territory for the transit, they are required to apply for transit visa whether they stay in Mexico within 24 hours or not. For example, you take a flight of AEROMEXICO from Shanghai to Tijuana and then arrive in Mexico City, finally, you will go to Argentina. In such a situation, you should apply for a Transit Visa in Embassy or Consulates of Mexico in China because you change airport from Tijuana to Mexico City.
