I am a Japanese living and working in Dalian, China. I'm planning to take a trip to Russia this summer, can I get tourist visa at the Russian embassy in Shenyang or do I need to visit the Russian embassy in Beijing? If possible Shenyang is better because it's closer to Dalian..
