2. Expedited Service Fee per Person
The regular processing time of a visa is 4 working days. For urgent cases, the expedited service is available. Moreover, additional fees will be paid as following:

1 working day processing TTD 190 (For Individual Applicant)
TTD 95 (For Group Visa Applicant)
2-3 working days processing TTD 125 (For Individual Applicant)
TTD 60 (For Group Visa Applicant)

Actually, you can also download the visa from this webpage of the website
http://www.travelchinaguide.com/embassy/visa.htm
Meanwhile, this website has links of the officail website of the Chinese embassy in all of the countries where there is Chinese embassy, just click them, and then you will find the application form those official website.
So I don't think there is any need to add the download application form to all of the embassy webpages.

For such issues, you should contact the economic and commercial councilor's office of the Chinese embassy to ask if they have a black list.
