Hungary is one of the countries under the Schengen agreement. So if you are not from a Schengen country, you will need to apply for a Schengen visa to enter Hungary which is valid for 90 days. And the Schengen visa is valid in all European countries. For EU nationals, you don't need a visa if you stay less than 90 days in Hungary. Fees for visa application is not included in the Hungary tour packages.

English is widely spoken in the capital Budapest, so you will have no problem being understood in the main tourist spots. However, English is much less prevalent in smaller towns and rural areas.
