July to September is the best season for visiting. I suggest you go in August. The grand Shoton Festival is held later in this month.
Some information I would like share:
temperature difference is great between day and night. Although you go in summer, take warm clothes, thick jacket, sweater etc.
Pay attention to the strong sunlight and it is dry there. Take your hat, sun glasses and face cream.
Take some medicine.

Hi, there is no bus or train between lhasa and india. You can fly to Beijing, Shanghai, guangzhou from India and then change a train or flight to lhasa. Remember that you can not visit lhasa alone. You need to have a travel permit and the only way to get a permit is to follow a travel agency.
