Hi, you cannot get VOA. You are supposed to apply for a visa before entering China.
Asked by Anna Howard from UNITED KINGDOM | Aug. 19, 2016 22:45Reply
I am a British citizen currently working in China.
Dear Sir/Madam,
I will travel to Colombia to study Spanish for at least 6 months. Do I need to come in for an interview or can I just submit my documents to you? I currently reside in Dalian.

Thank you!

Anna, usually, you can just submit the application to the embassy and there is no need to make an appointment. Of course, you can contact with the embassy and confirm that. Call: 86-10-65323377
