You cannot apply for it online and you can go to the embassy in person, or entrust someone to go there for you.
The required documents are as follows:
1. Passport and copy of all used pages in passport
2. The completed application form and 2 recent passport-sized photos with white background
3. The admission letter from the university in Norway
4. Proof of your financial support
5. Proof to prove that you have somewhere to live in Norway
6. UDI's checklist, filled out and signed (this list)
7. Your work permit in PRC
There is no exact time limit on how long it will take to process the application. According to the information on the official website of Norwegian embassy, as soon as your application is processed, you will be notified.
