You don't need a visa for that, for you are eligible for the 24-hour visa free transit. You could apply a 24-hour visa-free entry permit upon arrival at the Shanghai airport before leaving the airport for a short sightseeing of the city.

Dear, actually you can enjoy the 24h visa-free transit in Shanghai, therefore the visa is not required. However, as your layover is only 8 hours, whether you can leave the airport is at the discretion of the immigration. Anyway, you can have a try.
