Don’t worry, actually, the best way is to take a train between these two stations. There is no need to exit and enter again if next train is within one hour. The train takes about 40 minutes and it is more convenient then other ways.

By taxi, it may take around 1 hour on the way. If for bus, you should need to change buses on the way. Or you may consider to take a train from Qingdao West to North Station first. I saw there are 6 rides a day. Not sure if they can fit your time or not. Then you can use metro at North Station to downtown.

You can check the schedule on this website in their main page. From what I can see, there are 8 high speed rides a day, from 9am to 17:45p. These trains take around 1.5 hours on the way and cost CNY66 for second class seat. They all stop at this West Station.
