If I booked a train at 7:30 in the morning, when should I be at station for it?

Around 1 hour before departure time should be better. If you had a paper ticket delivered to you in advance, maybe 30min.

Can wheelchair board the train? I am looking train K679, thank you.

Wheelchair can access the station and train. I think I saw wheelchair access gate at Xi'an Station but not sure how to use it. To board the train, you would need help of the station staff as there is a gap between the carriage and platform. The staff at carriage gate would help you.
